Toghrul Shukurlu's practice focuses on a broad spectrum of government contracts law.

Togh represents clients in bid protests, size protests, claims against government agencies, as well as disputes between prime contractors and subcontractors. Togh regularly advises on contract and regulatory compliance matters and assists clients with negotiations of transactional instruments like teaming agreements, subcontracts, mentor-protégé agreements and joint venture agreements. Togh has extensive experience counseling buyers and sellers in mergers and acquisitions involving government contractors, and leads Pillsbury’s Government Contracts M&A focus group.

A magna cum laude graduate of the Antonin Scalia Law School at George Mason University, Togh served as editor-in-chief of the George Mason Law Review. He interned during law school with the Loudoun County (Va.) Public Defender’s Office.

Representative Experience

  • Performs government contracts and regulatory due diligence and advises companies and private equity firms on M&A transactions. 
  • Represents protestors and intervenors in bid protests before the U.S. Court of Federal Claims, the Government Accountability Office, bid protests in the Commonwealth of Virginia, District of Columbia, New York City, as well as size protests before the Small Business Administration and size appeals before the Office of Hearings and Appeals.
  • Represents contractors in private contractual disputes in state and federal courts and alternative dispute resolution proceedings.

  • Prepares and negotiates teaming agreements, subcontracts, joint venture agreements and other transactional documents. 
  • Advises contractors on compliance with data rights, cybersecurity issues, labor and employment regulations applicable to government contractors, domestic content requirements and other government contracts compliance issues.
