    Andrew Homer is a senior associate in the law firm's Environmental practice. His practice focuses on environmental litigation and compliance counseling related to federal and state environmental laws and regulations. Mr. Homer has experience with litigation, regulatory compliance, transactions and agency proceedings under federal and state environmental laws and regulations, including, among others: CERCLA; RCRA; CWA; OPA; CAA; ESA; AB32; NEPA/CEQA; California Coastal Act; TSCA; and common law theories such as nuisance and trespass.

    Mr. Homer was an associate at the firm from 2008 through 2013, then corporate counsel at California-American Water Company from 2013 through 2015. California-American Water Company is a Class A Water Utility, and a subsidiary of the largest investor-owned water utility in the U.S. At California-American Water Company Mr. Homer focused on water supply issues, project permitting, and related litigation, but also supported many non-environmental aspects of the company’s business.

    Mr. Homer served for approximately five years as vice-chair of the ABA Section of Energy, Environment and Resources – Superfund and Natural Resource Damages Litigation Committee. He was co-editor and a contributing author to that Committee's periodical. Prior to joining Pillsbury, Mr. Homer was a judicial extern to the Honorable Jeffrey T. Miller, District Judge, in the U.S. District Court for the Southern District of California. He also worked for five years in the environmental software and services field.
