With a degree in nuclear engineering from Purdue University and work in the nuclear industry before she went to law school, Anne Leidich is particularly suited to handle a wide range of matters in the nuclear power industry. She is a comprehensive nuclear attorney, with broad experience in nearly every area of nuclear law.
Anne represents domestic generators of nuclear power, advanced reactor startups, materials licensees, and vendors of nuclear power plant components in transactional, litigation, export control and regulatory matters. Consistent with the evolving needs of the industry, her recent work has included advising companies on new export control rules issued by the U.S. Department of Energy in January 2023 that establish the framework for civil penalties for export control violations under DOE regulations.

In her time at Pillsbury, Anne has represented energy clients in a variety of different matters, including litigation before the Nuclear Regulatory Commission and Atomic Safety and Licensing Boards on matters like subsequent license renewal, license transfers and the issuance of materials and new plant licenses. In addition to litigation, Anne provides advice on the application of nuclear export control laws, including DOE regulations in 10 CFR Part 810 and nuclear regulatory matters, such as the decommissioning and subsequent license renewal of nuclear power plants and the pursuit of new reactor licensing. Anne also represents clients in significant nuclear industry transactions, including large-scale due diligence and the negotiation of complex commercial contracts.
She has handled complex and novel matters, including representing client Holtec International in its efforts to license a first-of-a-kind interim spent-nuclear-fuel storage facility in New Mexico; representing utilities in their pursuit of subsequent license renewal; representing utilities challenging NRC enforcement matters; representing a vendor of nuclear plant components in multibillion-dollar international arbitration regarding a breach of contract dispute that led to permanent closure of a nuclear power plant; and representing companies in their mandatory hearings before the Nuclear Regulatory Commission to obtain licenses for new nuclear power plants.
Her pro bono work has included co-authoring “Improving the Effectiveness and Efficiency of the Advisory Committee on Reactor Safeguards,” an important Nuclear Innovation Alliance safety report regarding potential improvements to an NRC advisory committee.
