    Graham Keithley is a senior associate in the law firm’s Aviation, Aerospace & Transportation practice and is located in the Washington, DC office. Graham’s practice includes representing transportation industry clients in a variety of regulatory and civil litigation matters, including agency enforcement actions, accident investigations and antitrust investigations.

    Graham has experience representing various clients in DOT and FAA rulemakings and policy changes, including consumer protection rules and obstruction evaluation policies. Graham also represents Unmanned Aviation Systems (UAS) manufacturers and operators before the FAA. Graham is also a contributing author to the ABA Transportation Antitrust Handbook.

    Prior to joining Pillsbury, Graham worked as an associate at Jones Day in Washington, DC, where he worked as a civil litigation associate on transportation agency enforcement actions and accident investigations, antitrust investigations, and mass tort national litigation strategy matters.

    Graham is actively involved in pro bono work representing veterans in appeals before the Court of Appeals of Veterans Claims and Board of Veterans Appeals and is accredited with the U.S. Department of Veterans Affairs (“VA”) to provide representation services to claimants before the VA.

    His experience also includes working as a judicial intern under the Honorable Ronnie A. Yoder and serving in the United States Navy as an Aircraft Maintenance Administrationman.
