Mr. Kramer focuses his practice in the area of intellectual property litigation, including cases before the United States International Trade Commission. He has represented parties at all levels of litigation in various fields of technology, including insect traps, garage door operators, computer software, hardware, pharmaceuticals, medical products, office furniture, sports equipment, liquid crystal displays, and telecommunications. Mr. Kramer has had experience representing both complainants and respondents in 337 investigations before the ITC. Mr. Kramer has also had extensive experience in the fields of designs and trademarks.

Prior to joining Pillsbury, Mr. Kramer worked for several years as an Associate Solicitor for the United States Patent and Trademark Office ("USPTO").  In that capacity, he represented the Commissioner of the USPTO in over 20 direct appeals before the United States Court of Appeals for the Federal Circuit and in numerous civil actions before the United States District Court for the District of Columbia.  Notable cases in which Mr. Kramer participated in the Commissioner's defense include: Markman v. Lehman, 987 F. Supp. 25 (D. D.C. 1997); and In re Hacot-Colombier, 105 F.3d 616 (Fed.Cir. 1997). Mr. Kramer also represented the Commissioner as an amicus curiae before the United States Supreme Court in Pfaff v. Wells Electronics, Inc., 525 U.S. 55 (1998).

Mr. Kramer also worked for several years as Legal Officer in the PCT Legal Division of the World Intellectual Property Organization in Geneva, Switzerland. In that capacity, he advised government officials, agents, and applicants regarding the use of and prosecution of applications under the Patent Cooperation Treaty ("PCT").

Mr. Kramer is an Adjunct Professor at the Catholic University of America, Columbus School of Law, where he has taught classes on patent enforcement and trademarks. He also taught patent enforcement at the University of Virginia in 2005. In 2002, Mr. Kramer was an Executive Editor of the IP Law Monitor, an e-mail newsletter covering intellectual property law developments.
