Frederick K. Lowell

Mr. Lowell joined Pillsbury in 1975 and is leader of the firm's Political Law group. The firm's political law team represents corporations, associations, campaigns and officeholders, providing counsel on all aspects of state, local and federal political law regulation. Subject areas include campaign finance, lobbying and conflict of interest laws as well as legislation, ballot initiatives, reapportionment and enforcement litigation.
Mr. Lowell the author of the CEB course book, The Regulation of Politics in California, has authored numerous articles and lectures on political law regulation, and has debated campaign reform issues on radio and television. He is also a past president of the California Political Attorneys Association.
Mr. Lowell has long been active in Republican politics and has acted as counsel to Republican officeholders. He is a past Vice Chair of the California Republican State Party’s Rules Committee, is a Past Chair of The Lincoln Club of Northern California, and was a California delegate to the 1992, 1996, 2000 and 2004 National Republican Conventions. He served as volunteer California counsel to the Bush-Cheney 2000 and 2004 campaigns.
Mr. Lowell is a member of the California and Virginia State Bars, the San Francisco Bar Association and the American Bar Association. Mr. Lowell has been acknowledged as a leading Government/Political Law lawyer by Chambers USA: America's Leading Lawyers for Business for four consecutive years.
