Mr. Elliott is a partner in the Los Angeles office of Pillsbury, where he practices environmental law with an emphasis on environmental litigation. Mr. Elliott has a multifaceted environmental practice, including a focus on hazardous materials, soil, water, and air quality regulation and litigation. His litigation practice has included complex state and federal actions involving Superfund, toxic torts, Proposition 65, the Clean Water Act, CEQA, commercial litigation and common law claims for property contamination. In addition he defends clients in administrative, civil and criminal environmental enforcement actions. Included in this practice are numerous variance, abatement hearings and other administrative proceedings before the South Coast Air Quality Management District, Ventura County APCD and numerous other government agencies, as well as related negotiations on the underlying violations. His compliance practice has included contaminated site remediation, EPCRA/CERCLA release reporting requirements, UST regulation, RCRA/HWCA regulation, hazardous material transportation regulation, and Clean Water Act and Clean Air Act regulation. In addition, he provides advice and support for corporate and real estate transactions involving regulated businesses and contaminated properties.
