Mr. Mullick concentrates his practice in export controls, economic sanctions, international dispute resolution and international trade regulation.

Mr. Mullick has a broad range of experience providing counsel to companies on export control matters administered by the Bureau of Industry and Security (BIS) under the Export Administration Regulations (EAR) as well as economic sanctions administered by the Office of Foreign Assets Control (OFAC). He assists companies in preparing export license applications and classification requests for encryption software and technology, as well as in conducting voluntary self-disclosure internal investigations and designing and implementing export control compliance programs, including employee training. He also advises companies on the export control aspects of offshore outsourcing master services agreements. In addition, Mr. Mullick counsels companies on compliance with economic sanctions, including assisting international banks with implementing global payments screening policies and procedures.

Mr. Mullick advises governments and companies in international arbitration and litigation, including dispute resolution proceedings under the investment provisions of the North American Free Trade Agreement (NAFTA) and bilateral investment treaties, administered under the rules of the International Center for the Settlement of Investment Disputes (ICSID) and the United Nations Committee on International Trade Law (UNCITRAL). He has participated in both the written and oral phases of several proceedings concerning regulatory measures alleged to be expropriations and denials of national treatment and fair and equitable treatment. Fluent in Spanish, he has prepared witnesses for hearings and conducted formal interviews of foreign government agency and company officials, in their native language. Mr. Mullick also has led teams of attorneys in reviewing foreign government agency and company records to gather evidence for proceedings.

Mr. Mullick represents clients in trade remedy proceedings, including antidumping and countervailing duty investigations and suspension agreements before the Department of Commerce, the International Trade Commission and the Court of International Trade. He advises U.S. companies and foreign governments concerning proceedings and transactions in a variety of industry sectors, such as semiconductors, steel and uranium, from Asia, Europe and Latin America. Prior to joining Pillsbury Winthrop Shaw Pittman, Mr. Mullick spent three years at the Department of Commerce serving in both the Office of the Chief Counsel for Import Administration and the Import Administration.
