ENERGY VETERAN JIM GLASGOW JOINS PILLSBURY AS PARTNER IN DCWashington, DC — Pillsbury today welcomed new Energy partner Jim Glasgow. Glasgow joins the firm from Morgan Lewis, where he was a partner in its Energy practice for 14 years, focusing on international trade and export issues, government contracts, transactions involving nuclear fuel and international nuclear commerce, regulatory and commercial aspects of licensing, constructing and operating nuclear power plants and other energy facilities.
Glasgow began his career in energy law as a charter member of the Pollution Control Section of the U.S. Justice Department’s Land and Natural Resources Division. He spent more than a decade practicing with several U.S. Government departments and agencies, including the Atomic Energy Commission, Department of Energy and Nuclear Regulatory Commission, and has spent the past 27 years in private practice, establishing himself as a leading authority on many facets of international nuclear law.

Jim will also be a welcomed member of our international nuclear energy and energy infrastructure teams, as more of our clients in the Middle East, Asia and Europe invest in nuclear energy facilities and programs.”
Glasgow counsels domestic and foreign clients on U.S. Government and International Atomic Energy Agency regulation of nuclear facilities and commerce; the import/export licensing requirements of the NRC; the export and technology transfer regulations of DOE and Department of Commerce; and the International Traffic in Arms Regulations (ITAR) of the Department of State. Drawing upon his experience at DOE, Glasgow counsels clients on bilateral agreements for cooperation and the U.S. governmental process for international retransfer of U.S.-origin nuclear material. He also advises clients on nuclear liability and other issues that arise under contracts for the procurement and transportation of nuclear fuel and contracts concerning remediation of radioactively contaminated facilities.

Glasgow has presented numerous papers on international nuclear commerce and uranium trade matters to the World Nuclear Association, the Nuclear Energy Institute, the U.S. Council for Energy Awareness, the Uranium Institute, the American Nuclear Society and other industry organizations. He has also presented testimony on nuclear trade matters to the Science and Technology Committee of the U.S. House of Representatives, and has received numerous awards from the Department of Justice, NRC and DOE in recognition of his work in this field.
