John Hansen is a retired partner in the law firm's Environmental practice and is located in the San Francisco office. He has broad experience in almost every area of environmental law, having practiced in the area since 1976. He handles air quality; soil and groundwater contamination and related site remediation; defense of enforcement actions under all federal and state environmental laws, including actions initiated by U.S. EPA, California EPA, California regional or county air districts, California regional water quality control boards, California district attorneys and citizen groups (including environmental groups and trade unions); federal and state administrative law, including negotiations with regulatory agencies and handling of administrative hearings; judicial challenges at both the trail court and appellate court levels to federal and state administrative actions and orders; environmental compliance and audit programs for corporate clients; and environmental aspects of corporate, commercial, real estate and financing transactions (including due diligence investigations, negotiation of environmental representations, warranties and indemnities, and allocation of environmental liabilities). His administrative hearing practice focuses mainly on matters brought before California regional water quality control boards and hearing boards of California regional or county air districts (e.g., third-party permit appeals and complex variance and abatement proceedings). He has appeared before the hearing boards of the Bay Area and South Coast Air Quality Management Districts, as well as the hearing board of the San Joaquin Valley Unified Air Pollution Control District and the hearing boards of numerous county air districts, including: San Diego, Sacramento, Imperial, San Bernardino, Monterey, San Luis Obispo, Kern, and Tehama.
Mr. Hansen represents a number of companies in the energy sector, including several engaged in crude oil refining and others involved in electric power generation. He also represents companies engaged in the oil and gas pipeline and storage business. His work for these companies runs the gamut from day-to-day compliance counseling; to advice on air quality permitting (including permitting under the federal Clean Air Act Title V program); to defense of government-initiated and citizen group-initiated enforcement actions; to representation in federal (US EPA) and state administrative proceedings and negotiations, including hearings; to institution, or defense, of judicial actions in federal and state trial and appellant courts involving challenges to agency actions and orders, air quality, site remediation and other environmental matters.
Mr. Hansen headed the firm's San Francisco environmental practice for over 20 years. He has been active in community affairs, serving on numerous boards, including the Executive Committee of the College of Letters and Science of the University of California at Berkeley.
