John E. Jensen
|
Mr. Jensen heads the firm's Government Contracts & Disputes practice group and is the managing partner of the Northern Virginia office. His practice consists of assisting clients with all aspects of federal government contracts law. His work includes the representation of clients in bid protests, particularly before the Government Accountability Office. He represents companies in government audits and investigations, in defending against government claims, and in matters of suspension and debarment. He pursues contractor claims and appeals, and resolves issues between prime contractors and subcontractors. Mr. Jensen advises clients on ethics and compliance, subcontracts and teaming arrangements, government data rights, cost allowability and accounting issues, national security matters and commercial item acquisition. His work also covers General Services Administration multiple award schedules, M&A due diligence, small business issues, terminations and disputes. Mr. Jensen was Co-Chair of the American Bar Association Section on Public Contract Law's Small Business Committee from 2001 to 2004. Prior to joining the firm in 1990, Mr. Jensen was a government contracts lawyer for the US Environmental Protection Agency from 1987 to 1990, and worked in the Government Contracts Program at George Washington University Law School for Professors Cibinic and Nash from 1985 to 1986.
- Represented an information technology services provider in avoiding debarment after it was suspended from government contracting by the Department of the Navy for a perceived violation of the Procurement Integrity Act
- Represented an aerospace company throughout all stages of a multibillion Department of the Army aircraft procurement
- Negotiated the resolution of a cost claim by a baggage screening contractor in the course of definitizing a letter contract with the Transportation Security Agency
- Advised a utility in its efforts to purchase the electrical distribution system on a military base with a contract to supply the base’s power for 50 years
- Assisted companies in forming joint ventures, advocated as necessary for their regulatory approval, and counseled the companies in successful bids for various federal agencies
- Successfully represented several awardees in the defense of bid protests at the Government Accountability Office
