AdWeek reports that Comcast has filed a response to an FCC complaint from Bloomberg that alleges that Comcast is not abiding by a news “neighborhooding” condition that was part of its merger with NBC Universal. In one opinion, the FCC enforcement bureau recommended that an administrative law judge sanction Comcast for not neighborhooding Tennis Channel with two networks it owns, Golf Channel and Versus, says the article.

"It certainly bodes well for Bloomberg’s case," says Pillsbury Communications partner Scott Flick, who represents media companies. "The Tennis Channel case shows that the FCC is sympathetic to that position and willing to pursue it."
