IP PARTNER JOINS PILLSBURY'S NORTHERN VIRGINIA OFFICESeptember 18, 2013
Washington, D.C. — Pillsbury today announced that Dr. Qian Huang, an experienced IP practitioner in both patent procurement and patent litigation who holds a doctorate in computer science and engineering, has joined as a partner in the firm’s Intellectual Property practice in Northern Virginia. Her diverse client base ranges from technology startups to Fortune 500 companies.
Dr. Huang’s practice includes counseling clients on strategic portfolio development, post grant proceedings, as well as strategic patent licensing/transactions. She also has significant experience in complex patent litigations, representing clients in proceedings before the International Trade Commission and U.S. district courts.
“Qian has built an impressive and very well-rounded patent practice in a very short period of time,” said Pillsbury Chair James Rishwain, Jr. “With technology being a key area of strategic growth for the firm, her strong knowledge of the industry will complement and augment our existing IP practice in Northern Virginia and worldwide.”
Dr. Huang also strengthens the firmwide practice as the fourth IP partner to join Pillsbury since mid-August, following James Tumbridge and Paul Harris in London, and Steve Moore in San Diego.
“Qian’s technical background and litigation capabilities are well-regarded,” said Jack Barufka, leader of Pillsbury’s firmwide Intellectual Property practice. “Her experience on complex strategic litigation, reexamination and IPR matters will add significant weight to our patent practice.”
Dr. Huang is praised by her clients and recognized by Legal 500 for her deep understanding of technologies, including computers, Internet, software, telecommunications, networks, electronics, power management, and semiconductor manufacturing/processes. She has advised major players in the Internet, telecommunications, electronics, and semiconductor sectors on how to secure their patent portfolios and has litigated on patents involving telecommunications, smartphones, Internet and services, signal processing, data transformation, DRAM/SDRAM memories, as well as semiconductors manufacturing and processes.
Dr. Huang frequently counsels clients in developing overseas operation strategies and in conducting due diligence in various commercial settings, including capital investments and merge and acquisitions. She regularly works with clients and investors in China and has developed a deep understanding of the needs of Chinese technology companies.

Dr. Huang earned her J.D. from the Columbus School of Law at The Catholic University of America, and her Ph.D. in Computer Science and Engineering from Michigan State University. She also has a Master’s of Science from Kansas State University and a B.S.E. from Shanghai Institute of Science & Technology. She is admitted to the District of Columbia bar.
Prior to her legal career, Dr. Huang was a principal scientist at AT&T Bell Laboratories, a researcher at Siemens Corporate Research and a post-doctoral fellow at IBM Almaden Research Center in Silicon Valley. She has authored more than 45 publications and holds more than 15 U.S.-issued patents
