LONDON—Pillsbury today announced the addition of Vincent Zabielski as Energy counsel in the firm’s London office. Zabielski joins Pillsbury’s preeminent Nuclear Energy practice team of over twenty attorneys who focus on international and domestic energy nuclear projects. Zabielski comes to Pillsbury from Emirates Nuclear Energy Corporation (ENEC), where he was senior legal counsel for the $30 billion new-build project for four nuclear power plants in Abu Dhabi. Prior to joining ENEC, Zabielski was associate general counsel for Public Service Enterprise Group, a leading US energy company, where he was primary counsel for the second-largest nuclear installation in the US.

Zabielski’s addition, along with the recent addition of Jeffrey Merrifield, Pillsbury’s newest nuclear energy partner and a former NRC Commissioner, and promotion of Elina Teplinsky to partner, strengthens the firm’s already distinguished Nuclear Energy practice led by David Lewis, and the global activities guided by Charles “Chuck” Peterson.

“Pillsbury’s nuclear team is second to none,” said partner Jim Rishwain. “With the many renowned lawyers with decades of experience in our Nuclear Energy practice and the considerable additional experience brought by Jeffrey and Vince, Pillsbury is uniquely positioned to guide clients in the most complex global projects.”

"Vince’s experience with international nuclear new build represents a significant addition to Pillsbury’s international capabilities,” said Energy practice leader David Lewis. “His experience with the implementation of the Engineering, Procurement and Construction contract for the four Barakah nuclear power plants on the Arabian Gulf, the development of a civilian nuclear program and licensing of the plants, the negotiation of contracts for the supply of nuclear fuel and operating services, as well as the many commercial transactions with which he has been involved will be invaluable for any country seeking to develop nuclear power. His skill set and presence in London will aid the Nuclear Energy team in serving clients involved in nuclear development in Europe, the Middle East, and other global markets.”

Zabielski earned a JD from Rutgers University School of Law and a BSME from Drexel University and is a member of the Pennsylvania and District of Columbia bars. He also holds a Professional Engineer License in the state of Delaware.

About Pillsbury’s Nuclear Energy Practice

Pillsbury has been serving the energy industry for 140 years. Our domestic nuclear practice began in the 1950s as the first nuclear energy practice in the US. We have been parties in virtually every US purchase and sale of a nuclear power plant and have spearheaded the NRC licensing of 50 of these plans—more than any other firm. More than half of our work is international, representing governments and others on nuclear procurements and working with inbound clients on US regulatory requirements. Chambers USA describes Pillsbury’s nuclear energy team as “a diamond of a practice [that] impresses with a wide range of experience and up-to-date knowledge of the issues.”
