Starting today, he will also serve as leader of Pillsbury's Financial Institutions & Infrastructure Teams for Greater China and Asia.
"Henry brings a unique combination of experience as a former high-level Chinese government official and as an extremely successful and well-connected attorney for our China practice," said Pillsbury Firm Chair Jim Rishwain. "Henry is an incredibly rare find, as he can navigate the United States. and Chinese business and legal landscapes with ease. Likewise, he has enormous reach within business, banking and government circles in Greater China and has earned the very highest reputation among his colleagues and peers. As a result, he will greatly enhance Pillsbury's stature and presence in Asia – long a key market for our firm and our clients."
Liu has represented Fortune 500 to emerging growth companies on a wide array of Asia-related cross-border corporate, financing and regulatory matters in mergers and acquisitions, banking and finance, capital markets, private equity and investment funds, foreign direct investments, real estate, technology transfers and international trade. His clients span the U.S., Chinese and global markets across most major industries.
"We are thrilled to welcome a lawyer of Henry's caliber to the firm," said Mats Carlston, leader of Pillsbury's Finance practice. "Not only does he add significant capabilities in finance, but he also helps us to expand our renowned global infrastructure, real estate, structured finance and energy practices. In addition, he will help us serve the fast expanding Chinese financial institutions and investors entering the global market – namely those hailing from China and Greater China region."
Liu earned his J.S.D. from Peking University Law School in 1997 (in residence in 1985-86), an LLM from Harvard Law School in 1987 and an MBA from Oxford University in 2000. From 1995 to 2000, Henry was general counsel and director general at the China Securities Regulatory Commission (CSRC) and became one of the youngest officials/regulators in China at the director general rank at his time. In that role, he also headed up the working group drafting and enacting China's first securities law.

"There are tremendous opportunities for growth here at Pillsbury, which has long had a robust and focused cross-border practice in Asia," Liu said. "What has attracted me to Pillsbury include the firm's long history and strong brand; its leading position in key industry sectors including energy, nuclear, real estate, finance and technology; its globally integrated practice approach; and its collaborative and team-oriented culture. All these are not only important to my practice, but are also vital to providing the best services to Chinese, Asia and international clients."
Pillsbury's Greater China and Asia practice takes an integrated and global approach to serve mainland China, Hong Kong and Asia companies and investors doing outbound business in the U.S. and other parts of the world, as well as Western and foreign companies doing inbound business in Greater China and Asia. Pillsbury's Shanghai office works closely with other Greater China team members in the firm's U.S., Tokyo and London offices to serve U.S., European and Asian clients conducting business in Greater China, and Chinese enterprises in their outbound business activities. Companies with interests and operations in the region need highly proficient legal counsel who can reconcile Western and Chinese legal concepts, negotiate transactions in Chinese, channel through local regulatory environment, conduct due diligence of Chinese-language documents, and prepare the dual-language documentation required for transactions in China.
