Counsel
Mr. Cicelski is a counsel in Pillsbury's communications group. Mr. Cicelski's practice focuses on the regulatory issues facing the broadcast, cable and satellite industries, including representation of clients before the Federal Communications Commission in transactional matters and formal rulemakings, investigations, and station licensing proceedings. Mr. Cicelski regularly counsels clients on compliance with regulatory requirements affecting programming content, political advertising, ownership attribution, station operations, and issues concerning the transition to digital broadcasting. He also has considerable experience assisting clients with the regulatory issues surrounding the carriage and distribution of television signals on cable and satellite systems.
