Power Generation & Transmission
In tandem with our clients, we have completed hundreds of power generation and transmission projects including gas, hydro, coal, nuclear and renewable sources in the U.S. and internationally. We are ranked among the top firms in the world for power sector project finance and have been at the forefront of innovative developments, including projects that have involved agencies such as the World Bank and the European Bank for Reconstruction and Development. We guide clients as they capitalize on smart grid investment opportunities and address the developing regulatory scheme involving the build-out of the smart grid, from generation through transmission and distribution. With a comprehensive understanding of the regulatory environment that clients face, we are well positioned to advise on compliance with the ever-changing "rules of the road"—including in the critical areas of market operations and market enforcement.
Pillsbury lawyers have led the legal work on hundreds of power generation and transmission projects including gas, hydro, coal, nuclear and renewable sources in the U.S. and overseas. We are ranked among the top four firms in the world for power sector project finance and have worked on more than a dozen transactions that have won "Deal of the Year" awards from a variety of publications.
Our team has led innovative developments in the electric transmission and power markets. One of our partners headed the legal function for transmission and power markets for one of the largest electric utilities in the United States. Our experience on U.S. projects includes:
- Drafting the tariff, protocols and market rules for the California Power Exchange
- Serving as lead counsel to Trans-Elect in its development of the landmark Path-15 project, a public/private partnership to build a high voltage transmission corridor in California
In the international arena, we work frequently with the World Bank and the UK Department of International Development. For example, we were counsel to three Indian state governments in the restructuring and privatization of their electric power systems, including driving the vertically integrated state electricity board and establishing new regulatory regimes. The project included the creation of a grid company and the privatization of portions of the state distribution system.
