Mr. Flick works primarily in the areas of mass media and new communications technologies, representing broadcast stations and networks before federal regulatory agencies and providing counsel on regulatory, transactional, business, policy and technology issues. His practice also addresses issues regarding program distribution, cable and satellite television and radio, program rights, and related intellectual property issues. He seeks changes in federal communications law and policy on behalf of clients and assesses the impact of proposed legislative and regulatory changes. Mr. Flick also works with municipalities and public utilities seeking to construct and operate hybrid fiber-coaxial systems. This work involves structuring such ventures to operate in the current federal and state regulatory frameworks, and handling the highly technical drafting, negotiation, financing, and implementation of construction contracts. Prior to joining the firm, Mr. Flick was a partner in the Washington, DC communications firm of Fisher Wayland Cooper Leader & Zaragoza, which merged with Shaw Pittman in April 2000.
