Richard Nielsen, counsel to Pillsbury's Tax practice, presented "Update of Selected California Regulatory and Legislative Changes to Sales and Property Taxes with an Overview of Procedural Pitfalls of Local Tax and Unemployment Insurance Contributions" at the January 20th meeting of Tax Executives Institute (TEI), San Francisco Chapter. This program presentation covered an overview of California sales and use tax principles and law including a discussion of nexus, sales for resale with an emphasis on recent changes to resale documentation under Regulation 1668 and proposed Audit Regulation 1698.5. In addition, the program addressed recent legislation concerning change in ownership reporting requirements for real property, local tax reporting and procedural nuisances and an overview of administrative appeals concerning income tax withholding and unemployment insurance contributions

Michael Cataldo gave an update on recent California law changes in such areas as nexus, apportionment, credits, net operating losses, disclosure, and penalties, and discussion of current California tax litigation at the Institute for Professionals in Taxation - Income Tax Symposium. This two and one-half day state and local income tax symposium featured general presentations of timely interest to all state and local income tax professionals as well as specialized breakout sessions. The program, developed to emphasize practical applications of theories, techniques, and procedures to everyday situations, was invaluable to state and local income tax representatives from all industries at all levels of experience.
