Mr. Lin is a counsel in Pillsbury's Communications group. He represents clients on communications and other regulatory matters before federal and state agencies, including the Federal Communications Commission (FCC), the National Oceanic and Atmospheric Administration (NOAA), and state public utility commissions. Mr. Lin has assisted clients in obtaining satellite licenses for fixed-satellite service, mobile-satellite service, broadcasting-satellite service, and earth exploration satellite service systems.

His technical expertise includes knowledge of satellite operations in the C band, Ku band, Ka band, 17/24 GHz band, L band, and 2 GHz band. Mr. Lin’s transactional experience includes negotiating and drafting satellite transfer of control and assignment agreements, satellite manufacturing agreements, frequency coordination agreements, non-disclosure agreements, and other commercial arrangements.

Mr. Lin counsels clients in other areas of communications law, including equipment authorizations, unlicensed device operations, enforcement proceedings, telecommunications, wireless and media. Mr. Lin has assisted clients in challenging FCC decisions before federal appellate courts, including the United States Court of Appeals for the D.C. Circuit and the Supreme Court of the United States. Mr. Lin holds a Ph.D. in economics and, prior to entering the practice of law, taught economics at Southern Illinois University.
