    Bill Bowers is a Finance partner in the New York office of Pillsbury. Prior to joining Pillsbury, he was General Counsel to GPA Capital in Shannon, Ireland from 1990 to 1993 and Associate General Counsel to GE Capital Aviation Services, Inc. (GECAS) in Stamford, Connecticut from 1993 to 1995.

    Mr. Bowers works in the fields of transportation and structured finance, representing underwriters, placement agents, issuers, lenders and liquidity providers in a variety of structured finance and asset backed securities transactions involving transportation assets, such as aircraft, aircraft engines, ships and railroad rolling stock, as well as intellectual property assets, such as pharmaceutical royalties. He has represented lessees, lenders and lessors in domestic and cross-border leases of various types of equipment and has worked with arrangers, issuers and liquidity providers in structuring securitization and conduit structures to finance a variety of assets. While at GPA Capital and GECAS, Mr. Bowers was in-house legal counsel responsible for the development of the first securitizations of debt-backed by portfolios of aircraft on operating leases to a variety of unrated airlines as well as the liquidity facility in the first airline enhanced equipment trust certificate financing. He continues to be involved in portfolio securitizations, most recently as counsel to UBS in the 2006 securitization of leased aircraft engines in Blade Engine Securitization, Ltd. and as counsel to Willis Lease Finance Corporation in its 2005 securitization of aircraft engines in Willis Engine Securitization Trust WEST.

    Mr. Bowers is a frequent speaker on structured finance and related topics. He is a member of the Sections of Business Law and of Taxation of the American Bar Association and is a former Chair of the Corporate Tax Committee of the Section of Taxation. He received his law degree with honors from Emory University School of Law, where he was Executive Articles Editor of the Emory Law Journal, and is a graduate of Princeton University.
