With wireless and Voice over Internet Protocol services overtaking traditional telephone networks, state public utilities commissions are finding themselves with fewer regulatory powers in the telecommunications sector. An influx of new services for wireless providers and cable companies have altered the landscape for state regulators. As telecom companies continue to migrate to VolP and mobile solutions, the agencies' role is changing and could leave telecom companies subject to less oversight by state PUCs, according to Glenn Richards, chair of the firm's Communications practice. "If there isn't a monopoly environment and there are hundreds and hundreds of competitors, there is less of a reason to have regulation because the market is working," he said.
