Amal Alotaibi advises investors, multinational companies and government entities on matters at the intersection of business and public policy, drawing on senior private practice and public sector experience.

Amal is a partner with extensive experience across corporate, regulatory and investment matters. She advises on foreign investment, governance, legislative reform, investigations, compliance and privatizations through to major strategic projects. Her practice also includes complex transactions, capital markets, arbitration, data and technology initiatives, and the development of regulatory frameworks, delivering commercially focused and practical legal advice.

Representative Experience

  • Served as secretary general during the establishment phase of the Standing Ministerial Committee for Examination of Foreign Investments, advising on Saudi Arabia’s foreign investment screening framework.
  • Advised the Royal Court on the formation and governance of an entity established under its auspices to operate certain assets and was seconded to serve as its interim general counsel and board secretary.
  • Advised Saudi Arabian Oil Company (Saudi Aramco) on its $25.6 billion initial public offering and listing on Tadawul.

    • Advised on the development of Saudi Arabia’s Investment Law and related regulatory framework.
    • Advised on legal and regulatory matters relating to special economic zones and international and bilateral investment matters.
    • Seconded to the Saudi Ministry of Finance as legal advisor to the Office of H.E. the Minister of Finance, reviewing draft regulations and advising on privatization workstreams in the health and education sectors.

    • Advised Saudi Aramco on its $69.1 billion acquisition of a 70% equity interest in Saudi Basic Industries Corporation (SABIC).
    • Advised Leejam Sports Company on its SAR 817 million initial public offering of 30% of its share capital.
    • Advised the Saudi Real Estate Refinance Company (SRC) on its establishment, asset acquisition program and financing in support of the development of Saudi Arabia’s housing market.
    • Advised the Industrialization & Energy Services Company (TAQA) on joint ventures in the oilfield services sector and related corporate governance matters.
