Daryl Shapiro represents nuclear industry clients, DOE contractors and National Laboratories in licensing, compliance and enforcement matters before the NRC, the Department of Energy, and the Department of Labor.

The leader of Pillsbury’s Washington, DC, Energy practice, Daryl represents companies and individuals in responding to NRC investigations and related enforcement matters. Daryl also assists clients in responding to whistleblower complaints filed under various employee protection statutes and provisions, and advises clients on accessing the benefits and incentives of the 2009 American Recovery and Reinvestment Act (ARRA). Daryl regularly assists clients in creating and maintaining positive safety cultures and responding to and resolving employee concerns.

Representative Experience

  • Served as lead counsel for Nuclear Fuel Services Inc. in the Blended Low Enriched Uranium (BLEU) proceeding, a project that will reduce the government’s stockpile of high-enriched uranium through downblending.
  • Represents numerous NRC materials licensees and has deep experience handling medical, industrial and nuclear fuel licensing issues.
  • Leads independent corporate investigations, defending NRC OI and DOE interviews, crafting company position papers, responding to Demands for Information, and participating in Predecisional Enforcement Conferences and Alternative Dispute Resolution Mediations.
