Leveraging his government experience and deep understanding of national security regulations, Dilan provides practical, solutions-oriented guidance that helps clients manage risk and achieve cross-border objectives.
Dilan advises clients on U.S. export controls, economic sanctions, CFIUS and related investigations. Drawing on experience from roles at the U.S. Departments of State and Commerce, he helps multinational companies, government contractors, academic institutions and investors navigate evolving national security requirements.
Previously, Dilan was a Foreign Affairs Officer at DDTC responsible for developing revisions to the ITAR, supporting enforcement actions, CFIUS integration and working with U.S. partners to resolve defense trade matters of mutual concern.

- Seconded to a Fortune 100 defense contractor to conduct more than 30 internal export control and sanctions investigations and serve as in-house counsel supporting consent agreement compliance.
- Advised multinational companies, academic institutions and government contractors on export control classification, licensing, exceptions/exemptions, registration, defense services and brokering matters.
- Counseled private equity firms on international trade due diligence and supported CFIUS clearance efforts for acquisitions of U.S. companies.

- Served as in-house export control counsel during a secondment to a Fortune 10 U.S. technology company.

- Prepared advisory opinions providing formal interpretations of the ITAR.
- Supported law enforcement investigations and prosecutions of export control violations.
- Represented U.S. Department of State and Commerce in bilateral and multilateral forums and at National Security Council Policy Coordination Committee meetings.
