A member of Pillsbury’s Construction practice, Holly Brett focuses her practice on large, complex construction and commercial claims and disputes arising from public and private projects.
Holly is a litigator with more than 20 years of experience representing clients before state and federal courts and arbitration panels. She represents contractors, design professionals, owners and developers across a broad range of industries and projects, including commercial, medical, civil, industrial and energy projects. Her practice spans all phases of construction projects, including contract claims and disputes, as well as mechanic’s lien and bond claims. Her background spans all phases of litigation, including appeals.
Representative Experience
- Represented national general contractor in a multi-year complex state-court litigation arising from a project to expand a headquarters facility in excess of $250 million.
- Represented a joint-venture contractor in litigation against the State of California arising from a disaster debris removal contract following the 2019 Camp Fire, resulting in a seven-figure settlement.
- Represented national general contractor in complex arbitration, overturning default termination of prime contract exceeding $179 million for hotel expansion project.

- Represented energy infrastructure and clean technology contractor in arbitration arising from an over $1 billion turnkey engineering, procurement, construction and maintenance agreement for the design and construction of three utility-scale battery energy storage system projects in Southern California.
- Represented national general contractor in litigation and arbitration against subcontractor’s eight-figure claim arising from the construction of the California Air Resources Board’s regional headquarters and emissions testing facility in Riverside, California.
- Represented joint venture contractor awarded project to reconstruct portions of the Fresno Yosemite International Airport in litigation with second-lowest bidder following defeat of bid protest.
- Obtained favorable settlement of litigation between general contractor and regional agency in connection with claims for levee borrow site restoration project.
- Obtained early favorable settlement of litigation on behalf of a joint venture contractor regarding disputes under a California 2020 wildfires disaster debris removal program contract.
- Obtained favorable settlement on behalf of general contractor in arbitration arising from large-scale onshore wind farm projects in Southern California.
- Represented program manager in litigation arising from projects to upgrade several Bay Area school campuses under local measure bond program.
