Jodi focuses on technology and telecommunications, specializing in satellite, space, wireless and novel technologies before government agencies, as well as B2B commercial contracting and transactions for space and technology companies. She is a trusted advisor and guides clients on licensing, allocation and transactional matters, negotiates and drafts commercial agreements, and counsels clients on new technologies and services.
Jodi has extensive experience representing clients in regulatory proceedings before the Federal Communications Commission (FCC) and National Oceanic and Atmospheric Administration (NOAA), regulators in foreign markets, companies before the “Team Telecom” executive branch agencies and the Committee of Foreign Investment in the United States (CFIUS). Her regulatory work encompasses overseeing global managed-networks, enabling seamless cross-border operations and supervising outside counsel and consultants to ensure on-going compliance.

- Assisted clients on strategic approaches and prepared comments, petitions and other pleadings in complex proceedings before the FCC, National Telecommunication and Information Administration, NOAA and other administrative agencies.
- Assisted clients in seeking authorizations from both domestic and foreign regulatory authorities to launch and operate geostationary and non-geostationary satellite orbit systems, as well as Earth stations for service in U.S. and global markets.
- Represented satellite clients in market access, broadband funding, spectrum fee and orbital debris mitigation matters for both domestic and foreign regulatory and legislative bodies.

- Advised clients on FCC licensing and rulemaking proceedings, including processing rounds.
- Counseled telecommunications and satellite clients on compliance with federal regulatory obligations.

- Provided general regulatory and commercial advice as an “outside in-house counsel” for startup and small operators, as well as additional depth and resources for smaller legal departments.
- Negotiated and drafted complex customer, provider and service agreements between space and satellite companies, including launch services, hosted payload, space-as-a-service, ground-station-as-a-service, data services and joint development agreements.
