Justin Rubin provides legal, lobbying and strategic counsel to U.S. and U.S.-allied-owned companies in matters involving the intersection of law, business and public policy. He has significant experience in assisting market entry for firms in the national security and defense innovation sector, helping them navigate the legal and policy issues around doing business as a U.S. defense and homeland security contractor.

Justin has strong bipartisan relationships in Congress and the executive branch, including the U.S. Department of Defense (DoD). He serves as a strategic advisor to CEOs, frequently providing counsel to companies that lack internal government affairs teams and helping bridge the gap between lobbying, business and law. He further helps companies build cross-functional teams to address key issues related to their U.S. market entry and defense industry growth to position companies to succeed as U.S. government contractors.

Prior to joining Pillsbury, Justin served as an appointee in the DoD, including as the Director of the Deputy Under Secretary of the Army’s Strategy and Integration Office.

  • Advised a U.S. subsidiary of a global aerospace company on government relations and regulatory engagement, securing congressional and DoD support that led the U.S. Air Force to change its acquisition strategy from retrofitting new planes with an older version of the client’s system acquiring new systems, reopening the manufacturing line, likely securing hundreds of millions in annual contracts.
  • Oversaw a client’s effort to receive a Supplemental Type Certificate (STC) from the U.S. Federal Aviation Administration (FAA) for the conversion of a passenger plane to freight, after a multiyear process.
  • Advised a maritime intelligence technology company on government relations, securing congressional support and appropriations while providing broader strategic and legal counsel with DHS, U.S. State Department and DoD.
  • Developed and executed a strategy in Congress and in the Department of the Army to convince the U.S. Army to acquire a client’s system as an interim solution to fill a capability gap, providing over $300 million in value to the client.
  • Helped obtain previously stuck export licenses for major Foreign Military Financing sales to an allied country and worked with the DoD and U.S. Department of Commerce to obtain emergency priority authorization for components essential to wartime manufacturing.
