Kelley Bledsoe helps clients transition into successful, long-term business relationships and recognize substantial cost savings through large outsourcing agreements, primarily for health care and financial institutions.

Kelley works with a range of clients to license software, data and other intellectual property, including Software and/or Business Process as a Service arrangements. She creates privacy and data protection strategies with clients through drafting of terms of service and privacy policies for web-, cloud- and app-based technologies, and through revision of policies and contracts to prevent and respond to data breaches.

Representative Experience

Represented EmblemHealth in negotiation with Cognizant Technologies to purchase both business and IT processes, resulting in over $7 million of savings for the client.


Worked with Blue Shield of California in San Francisco to purchase business process services from Optum, to recognize immediate savings and an improved experience for the client's customers.
