2011 Legends in the Law Award by the Burton Foundation. He was nominated by Pillsbury partners John Engel and Michael Evan Jaffe for Baltz's exceptional accomplishments as a legal adviser in the real estate and construction industry.

Baltz oversees all Clark's legal work related to Business Law; Real Estate, Finance and Development; Surety, Fidelity and Construction; Base Closure & Privatization; Government Relations; and Intellectual Property Licensing & Protection.

"We recently worked with Frank to close the nation's first social performance infrastructure PPP for the California Administrative Office of the Courts. Clark will serve as the design builder for the construction of the 530,000 square foot Long Beach Courthouse, a $492M debt and equity project. The courthouse will be leased to the state for 35 years," Engel said. "In Spring 2010, Frank also led the team that closed on a PPP with University of California, San Francisco to develop a 237,000 square foot neuroscience laboratory. These two projects establish Clark as a leader in the development and construction of public private partnership projects in the U.S. We are privileged to work with someone as talented as Frank and honored that he and the entire Clark legal team entrusts us with their complex real estate and construction, not only in helping negotiate contracts, conducts site audits and secure permitting but in resolving potential disputes through arbitration."

Baltz and VP and Deputy General Counsel, Paul H. Ryan, also streamlined Clark's legal department by developing and implementing an Internet-based matter management and budget system that allows Clark lawyers and executives to manage all legal matters electronically from their desktops, eliminating the need to store paper copies of documents. This has saved Clark time and money, and helped reduce its environmental footprint.

Baltz is also an active community leader. He sits on the Board of Trustees of Youth for Tomorrow founded by Joe Gibbs, which provides a safe, healthy and compassionate environment for at-risk youth who have been abandoned, abused or otherwise alienated from family and community. Baltz is a member of the Board of Directors of the Council for Court Excellence. The Council works to improve the administration of justice in the local and federal courts and related agencies in the Washington metropolitan area, and he is on the Board of A Place to Be, which uses music, theater, and arts therapy to give people with disabilities the tools to thrive and prosper in a complex world.

Burton Legends in Law Award recipients are selected based on the following criteria: reputation in both the legal profession and as a proven authority in a specialized area of law; background and experience; complexity and scope of matters handled; global or national importance of issues confronted; and proven leadership. The Burton Legends in the Law Awards recognize just six GCs each year from corporations whose annual revenues are in excess of $1 billion.

Baltz will receive his award at a black-tie gala at the Library of Congress on June 13th.
