Pursuant to Executive Order 14275 – Restoring Common Sense to Federal Procurement, the Office of Federal Procurement Policy (OFPP) and the FAR Council have competed the draft rewrite of the Federal Acquisition Regulation (FAR), known as the Revolutionary FAR Overhaul (RFO). The goal of the RFO is to remove regulatory requirements that are not statutorily based, as well as to create faster acquisitions, greater competition and better results. Many federal agencies have already implemented parts of the RFO through deviations. OFPP is now using its IdeaScale crowdsourcing community to receive input from federal acquisition professionals, contractors, industry associations, academia and members of the public to guide the formal rulemaking process, which is expected to continue into early 2026.

Interested parties can navigate to OFPP’s landing page to use their social media accounts, or create an IdeaScale account, to submit general ideas about the acquisition practices agencies should start, stop, continue, adjust or scale as they begin to use the RFO. Users may also review and make comments on other users’ ideas already posted. When submitting an idea, keep the following in mind:

  • Title your idea. Provide a short, clear title that reflects the practice/issue you are addressing.
  • Choose a category that best describes your idea. Start a practice, stop a practice, continue a practice, adjust or refine a practice, scale a practice, or other.
  • Describe your idea. Explain the practice you want agencies to start, stop, continue, adjust or scale. Describe the issue and what should change.
  • Based on the category selected, briefly answer one follow-up question to explain why the practice should change.

-Why should this practice stop?

-Why should this practice continue or expand?

-What adjustment is needed and why?

-Why should this practice scale?

-If “other,” explain the issue clearly.

  • Estimate business or operational impact. If possible, estimate time saved, cost savings or improved outcomes.
  • Identify where you have seen this issue occur. List agencies, industries, environments or settings. Do not include proprietary or sensitive information.

Users can submit ideas and comments using this process until January 7, 2026. Pillsbury will continue to monitor and report on developments with the RFO.
