Further accelerating the growth of its technology sector capabilities, Pillsbury has welcomed Katie Sluss, who joins the firm’s Litigation practice as a partner in Washington, D.C.
With Litigation partner Anne Voigts, Sluss will co-lead Pillsbury’s newly launched Technology – Emerging Laws & Litigation practice. The group will focus on the intersection of new technologies, emerging laws and regulation, and litigation. Sluss is a nationally recognized technology regulatory and litigation strategist who brings extensive experience advising some of the world’s leading technology companies on complex legal, regulatory and policy matters. Most recently, she served as Head of North American Regulatory at TikTok, where she led the company’s response to a rapidly evolving landscape of regulatory matters, emerging law developments and high-profile legal challenges.
Her practice focuses on helping companies navigate litigation, regulation, public policy and crisis management. She has advised on matters involving artificial intelligence, data privacy, platform governance, content moderation, youth online safety, government investigations and emerging technology legislation.

Before leading North American Regulatory at TikTok, Sluss held a series of senior litigation and regulatory positions at the company. Before that, she served as Head of EMEA Litigation & Regulatory at Twitter, where she advised on cross-border litigation and regulatory matters throughout Europe, the Middle East and Africa.

Sluss’s arrival further expands Pillsbury’s capabilities in representing technology companies facing complex regulatory enforcement actions, government investigations, disputes and emerging legal issues driven by rapidly evolving technologies.
Pillsbury has welcomed 47 new partners since the start of 2025 and has been actively expanding its technology-focused bench across practices and markets to serve the quickly shifting needs of its clients. Sluss’s arrival follows that of Intellectual Property litigator Calvin Wingfield in Washington, D.C.; Corporate partner John Rockwell in Silicon Valley; Brian Paul Gearing, an IP litigator who splits his time between the New York, Washington, D.C., and Tokyo offices; and Silicon Valley-based ECVC practitioners Glenn Luinenburg and Todd Rumberger.
Pillsbury’s global technology practice comprises more than 300 lawyers across the U.S., Asia, and Europe who advise companies on regulatory, commercial, and operational matters. The team’s experience spans the lifecycle of the technology sector, assisting clients with established operations, emerging business models, and early-stage innovations.
