The inaugural edition of Bloomberg BNA’s highly anticipated PTAB Handbook — for which Pillsbury partner William Atkins served as Editor-in-Chief—has been released. This invaluable guide helps IP practitioners navigate the complex rules and procedures that govern the Patent Trial and Appeal Board’s hearing process and marks the very first time that all PTAB decisions have been comprehensively analyzed a single reference.

The Patent Trial and Appeal Board was created by the America Invents Act as a streamlined alternative to the relatively slower and more expensive route IP litigation takes in federal court. Since its inception, more than 3,800 petitions have been filed, and thousands of decisions have been provided by the more than 250 Administrative Patent Judges that comprise the Board.

Under Atkins' guidance, the book meticulously reviews and analyzes every order from the PTAB’s inception until late in 2015 and uses them to explain how the Board applies its rules and makes its decisions. To keep up with the PTAB’s prolific output, Atkins has also agreed to oversee quarterly revisions to the book, which will be published by Bloomberg BNA and made available online at Bloomberg BNA’s Intellectual Property Resource Center.

Other Pillsbury attorneys and law clerks who helped with the drafting and editing of this PTAB Handbook included Jack Barufka, Alex Callo, Bryan Collins, Christopher Dorsey, Patrick Doody, Andy  Ferguson, Evan Finkel, Michael Heins, David Jakopin, Benjamin Kiersz, Inge Larish, Jodi LeBolt, Kevin Madigan, Trevis Niemeyer, Barry Shelton, George Sirilla, Richard Thill, Carolyn Toto, and Roger Wise.

The first edition of The PTAB Handbook is available for purchase from Bloomberg BNA now. Atkins is an Intellectual Property partner based in Pillsbury’s Northern Virginia office. A seasoned trial lawyer and registered patent attorney, he has been lead counsel in more than 100 intellectual property litigations during his nearly 25 years with the firm.
