  • Advised clients advocating for development of a rigs-to-reefs program in California, culminating in enacted legislation and yielding a unique understanding of this still-developing law, as well as the state’s regulatory and stakeholder environment in general.
  • Advising clients in advocating for regulatory advancement and administrative exceptions to address decommissioning-in-place of U.S. assets that do not meet typical Rigs-to-Reefs criteria.
  • Advised on strategy utilizing HEA methodology to support approval by California regulatory agencies of leave-in-place solution for offshore infrastructure.
