Elizabeth “Betsy” Craig’s practice focuses on regulatory and transactional communications and technology matters.

Betsy advises clients on a range of broadcast related matters, including licensing requirements, regulatory fees, station transactions, U.S. Federal Communications Commission (FCC) enforcement matters, EEO compliance, political advertising and other regulatory compliance issues. She helps clients navigate equipment authorization requirements and right-to-repair laws. Prior to joining Pillsbury, Betsy worked on numerous broadcast and regulatory compliance matters and represented clients in litigation before the Copyright Royalty Board. During law school, Betsy was a legal intern at the FCC in the Wireless Telecommunications Bureau, Mobility Division, where she researched and drafted FCC responses to rulemakings, proceedings and waiver requests.

Representative Experience

  • Represented staffing organization and its affiliates before the FCC in $3.8 billion of debt refinancing transactions, including notes offerings, credit facilities, exchanges and repurchases.
  • Represented broadcasting entity in its launch as the first major broadcast TV startup in over a decade, securing FCC approvals and financing for acquisitions from Sinclair and Imagicomm that grew its portfolio to 14 stations in 10 days, and continues to advise on operations, compliance and future transactions.
  • Advised media company on FCC approvals for nationwide NextGenTV deployment and first full-power launch.

  • Representing Corridor Television L.L.P. in responding to an FCC Notice of Apparent Liability proposing approximately $370,000 in fines for alleged EAS violations, including filing an opposition seeking cancellation or reduction of the proposed forfeiture.
  • Representing a global technology company in regulatory due diligence and FCC equipment authorization matters relating to the U.S. launch of a virtual reality headset, including customer disclosure and labeling compliance.
