As a member of Pillsbury’s Insurance Recovery & Advisory practice, Jeff focuses largely on general and excess liability, environmental, and other long-tail claims. In addition to briefing and arguing key legal issues before both trial and appellate courts, Jeff has extensive experience navigating all aspects of the litigation process, from initial case development through written discovery, depositions, motions practice, trial and appeal.
Representative Experience
- Represented CITGO Petroleum Corp. in marine cargo insurance claim for loss of crude oil seized from a CITGO-chartered tanker by instrumentalities of Venezuela’s Maduro regime—briefing summary judgment motions, securing a favorable jury verdict following a week-long trial and defending the verdict on appeal. CITGO Petroleum Corp. v. Ascot Underwriters Ltd., 158 F.4th 368 (2d Cir. 2025).
- Representing Ontario mining company Vale Canada Limited in multijurisdictional litigation involving insurance coverage for environmental claims principally located in Canada, including oral argument to New York appellate court.
- Representing a major telecommunications provider in litigation against historic liability insurers in connection with allegations of property damage arising out of lead clad cables.

- Represented North Carolina utilities in first-ever coal combustion residual insurance litigation under newly enacted federal and state CCR rules.
- Represented Ohio, Virginia and West Virginia utilities in coal combustion residuals insurance litigation under newly enacted federal and state CCR rules.
- Successfully petitioned for Supreme Court review and briefed the merits in Arthur Andersen LLP v. Carlisle, 556 U.S. 624 (2009) and Beck v. PACE International Union, 551 U.S. 96 (2007).
