Jessica Nyman’s practice focuses on communications regulatory, litigation and transactional matters.
Clients turn to Jessica for help navigating complex regulatory and litigation matters before the U.S. Federal Communications Commission (FCC), the Department of Justice, the Copyright Royalty Board, and federal district and appellate courts. She has deep experience in a wide array of media matters, including NextGenTV (ATSC 3.0) development and implementation, compliance with multiple ownership limits, petitions for approval of foreign broadcast ownership, program carriage rights, EEO compliance, accessibility obligations, and political programming and advertising rules. Beyond media, she advises clients on the FCC’s equipment authorization and marketing requirements, E911 obligations and experimental licensing. Jessica also offers strategic counsel in a variety of transactional matters in the communications and technology sector, including retransmission consent negotiations, mergers and acquisitions, and information technology outsourcing transactions. She is a regular contributor to CommLawCenter.com, Pillsbury’s one-stop resource center covering a wide array of communications law matters.

- Represented Texas Association of Broadcasters in a successful Fifth Circuit appeal vacating the FCC’s reinstatement of annual Form 395-B workforce reporting requirements.
- Represented SP Media Group Inc. in FCC regulatory matters relating to its proposed acquisition of Paramount Global, including review of broadcast, streaming, and network assets and related transaction proceedings.
- Represented MediaCo in 2025 before the FCC in exercising options to acquire Estrella Media’s owned and operated TV and radio stations.

- Represented Bestel USA in securing nearly $3 million in reimbursements under the FCC’s Supply Chain Reimbursement Program for removal, replacement and disposal of equipment deemed national security risks.
- Representing Shield Media LLC in a landlord-tenant litigation in the Eastern District of Michigan.
- Advising University of Missouri on sale of five non-commercial radio stations.
- Ongoing representation of copyright claimants in royalty distribution proceedings before the Copyright Royalty Board.
- Ongoing representation of TV broadcasters in ATSC 3.0 licensing matters and hosting agreement negotiations.
- Secured favorable FCC Consent Decree resolving advertising, captioning and renewal investigations for broadcaster.
- Ongoing representation of counter-drone startups in securing FCC experimental authorizations, coordinating with federal agencies, and congressional outreach.
- Represented Media General, Inc. with respect to regulatory matters in its $4.6 billion merger with Nexstar Broadcasting Group Inc.
- Represented Grupo Televisa, S.A.B. in obtaining authorization from the FCC for a foreign entity to hold more than 25% of the shares of a large U.S. television broadcast company.
- Represented Sinclair Broadcast Group before the U.S. Court of Appeals for the D.C. Circuit in opposing an Administrative Procedures Act challenge to the FCC’s national audience reach rule.
- Represented broadcast station owner in district court litigation and mediation of retransmission consent-related contract dispute.
