Katherine Afzal brings experience at every stage of trade proceedings, from agency investigations and administrative reviews through litigation and appeals in federal court.
Katherine advises governments and private companies, both foreign and domestic, on complex matters impacting cross-border trade. Her experience focuses on trade remedies and litigation, specifically in antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission, and subsequent appeals before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. She also advises clients on customs and trade policy matters, such as EAPA investigations before U.S. Customs and Border Protection.
Representative Experience
- Represented foreign governments, exporters and U.S. importers in trade remedy cases, such as antidumping, subsidies (CVD), safeguard, circumvention and EAPA cases.
- Advised clients through complex investigations and administrative proceedings for a wide array of industries, including steel, aluminum, chemicals, consumer goods and agricultural products.
- Obtained successful judgments at the U.S. Court of International Trade for various companies challenging the U.S. Department of Commerce’s decisions in an antidumping proceeding.
