Mary Buxton advises clients in all aspects of government contracts law from contract formation to prosecuting claims against the government, as well as defending contractors against False Claims Act allegations.
Mary focuses her practice on government contract litigation at the Civilian Board of Contract Appeals (CBCA), the Armed Services Board of Contract Appeals (ASBCA), and in federal court. She prepares Contract Disputes Act-certified claims and handles termination disputes at the federal, state and local government levels. She also regularly litigates bid protests at the Government Accountability Office (GAO) and provides counsel for contractors on California procurement law.
Representative Experience
- Successfully prosecuted and defended more than 20 protests covering a wide range of procurements, including in the fields of aerospace and defense, health care and information technology.
- Represented a public utility in a $100 million negotiation for the privatization of a natural gas utility system on a U.S. military installation.
- Evergreen JV, B-418475.4, Sept. 23, 2020 - Successful protest of the Air Force’s decision to remove client from competition in $2 billion Brooks Act procurement, resulting in published decision which sustains all five protest grounds and requires reimbursement of attorneys’ fees.
