Government Contracts & Disputes partner Matt Carter was recently profiled by Bloomberg Law, which highlighted Carter’s many bid protest wins at the Government Accountability Office (GAO) and his leading role in major pro bono projects.

Drawing from his competitive background as a Division 1 athlete in college, Carter stated that, “in any type of bid protest, you have to jump in. It’s a lot of pressure … [and] I’m not fazed in those types of high-pressure situations.”

One of Carter’s most notable wins included defending client Cayre Jemals Nick’s $1.3 billion lease to serve as the new headquarters for the U.S. Securities and Exchange Commission. With this win, the SEC will soon be able to break ground, “so, it was a great result,” Carter said.

Additionally, in 2020, Carter challenged a $2 billion Air Force engineering services procurement, which the GAO later sustained, and Carter secured a win for his client, Evergreen JV.

“We’re really good at counseling our clients about avoiding Pyrrhic victories,” Carter said. “Any good bid protest lawyer can pick nits in an agency’s award decision, but it’s not enough to overturn the award and have the agency go back to the drawing board if at the end of the day the award is ultimately not going to go to your client.”

Along with contracting disputes and bid protests, Carter volunteers pro bono with the Giffords Law Center to Prevent Gun Violence—a nonprofit that advocates for gun control reform and provides legislative analyses across the U.S.

“Playing baseball taught me a lot about hard work and commitment and dedication, a lot of those same things that I carry through in my legal practice,” Carter said. “I thought, ‘well, if I can do it on the field, I can do it in the courtroom.’”
