David Miller has closed billions of dollars in public-private partnerships, financings and other complex transactions for U.S. and international clients.

David has decades of experience in public­-private partnerships involving office buildings, high-rise biomedical laboratory facilities, military housing developments, transportation and telecommunications facilities and large mixed-­use real estate developments. Supervising interdisciplinary teams of Pillsbury lawyers, he represents government entities, private enterprises and international investors in financings, public debt offerings, redevelopment projects, joint ventures and the purchase, sale and lease of U.S. properties. Several of his transactions have received “Deal of the Year” awards from industry publications and organizations.

  • Represent Hoffman-Madison Waterfront, a public-private partnership to develop The Wharf, a $2 billion, 3.2 million-square-foot mixed-use waterfront project along the Washington Channel of the Potomac River in Southwest Washington, DC.
  • Represent United Kingdom-based life insurance companies in decades of investments in diverse portfolios of real estate in markets throughout the United States.
  • Represent Graham Holdings in real estate acquisitions, dispositions and leases, including the sale of the former headquarters of The Washington Post in Washington, DC.
