Evan Turgeon

Evan draws on more than 15 years of government and private practice experience to guide companies through sensitive national security matters, government investigations and enforcement proceedings. He advises technology companies, defense contractors and multinational businesses on export controls, sanctions, FARA compliance, data security, trust and safety and the regulatory risks associated with emerging technologies.

Before joining Pillsbury, Evan served as Deputy Chief of DOJ’s Counterintelligence and Export Control Section and Chief of its FARA Unit. He supervised 40 federal prosecutors conducting nationally significant investigations and prosecutions involving controlled technologies, corporate crime, sanctions violations, economic espionage, cybercrime and foreign influence. He evaluated voluntary self-disclosures of corporate export control violations, helped develop the policies governing criminal enforcement of DOJ’s Data Security Program and led prosecutions of state-sponsored hacking campaigns and trade-secret theft targeting U.S. technology, aerospace, defense and semiconductor companies.

As the longest-serving Chief of the FARA Unit since the Department renewed its focus on FARA enforcement, Evan led civil and criminal enforcement of the statute at a critical time. He prosecuted the first FARA case to go to trial in decades, supervised multiple high-profile prosecutions under the statute and led the Department’s effort to modernize the FARA regulations.

Earlier in his career, Evan represented major corporations, technology companies and individuals in congressional inquiries, internal investigations and enforcement matters involving DOJ, the SEC and OFAC. His experience on both sides of government investigations allows him to anticipate enforcement concerns, engage effectively with decision-makers and develop practical strategies that protect sensitive assets while supporting clients’ broader business objectives.

  • Secured jury trial victories in terrorism, espionage and foreign influence cases.
  • Supervised the first-ever prosecution of a sitting U.S. Senator on foreign agent charges.
  • Coordinated with leading technology and telecommunications companies to disrupt and prosecute the perpetrators of a global cyberattack campaign targeting more than 100 companies and government entities.
  • Investigated corporate violations of the Arms Export Control Act (AECA), the International Traffic in Arms Regulations (ITAR), the Export Control Reform Act (ECRA) and the International Emergency Economic Powers Act (IEEPA) for unlawfully exporting items and intellectual property, resulting in a multi-million-dollar civil settlement.
