Continuing an ongoing buildout of compliance and litigation advisers who understand and can translate the emerging legal landscape impacting global technology companies, Pillsbury has announced the recent additions of special counsels Leticia Walker and Evan Turgeon in Washington, D.C. Both join the firm’s growing Technology – Emerging Laws & Litigation Practice Group.
“Leticia and Evan join Pillsbury at a time when technology companies face an increasingly interconnected set of litigation, regulatory and compliance challenges,” said Deborah Baum, Pillsbury’s Global Head of Litigation. “Issues involving AI governance, privacy, platform regulation, data security, foreign influence and emerging technology can span multiple legal disciplines and jurisdictions, requiring companies to address potential disputes and regulatory exposure alongside broader business considerations.”
Walker joins from Microsoft, where she served as corporate counsel focused on regulatory compliance, privacy and legal risk management for global initiatives. Her experience includes advising on emerging technology regulations, including the Digital Markets Act (DMA) and General Data Protection Regulation (GDPR). At Pillsbury, Walker will advise technology enterprises, growth-stage platforms and digital innovators on complex commercial litigation, risk management and compliance with emerging statutory regimes. She will collaborate with attorneys across the firm’s regulatory, corporate and disputes practices to help clients navigate evolving legal requirements and protect their technologies and business models.
Turgeon joins from the U.S. Department of Justice’s National Security Division, where he served in senior leadership roles including Deputy Chief of the Counterintelligence and Export Control Section and Chief of the FARA Unit. A former federal prosecutor, he has handled and supervised matters involving national security, foreign influence, export controls, sanctions, economic espionage, cybercrime and data security. His practice will focus on government investigations and enforcement, national security matters, emerging technologies, export controls, sanctions, FARA compliance, data security and trust and safety.
Launched in August 2026 with the arrival of partner Katie Sluss—who previously served as Head of North American Regulatory at TikTok and EMEA Litigation & Regulatory at Twitter—the Technology – Emerging Laws & Litigation practice at Pillsbury brings together attorneys across litigation, regulatory affairs, privacy, government relations and internal investigations. Co-led by Sluss in Washington, D.C., and Silicon Valley litigation partner Anne Voigts, the group advises technology companies navigating emerging laws, high-stakes disputes and regulatory scrutiny while pursuing critical business and product objectives.
“The distinct experiences Leticia and Evan bring to our TELL team is a great reflection of how varied the needs of tech clients have become, and how rapidly the regulations applicable to them are evolving,” said Sluss. “Their unique perspectives significantly enhances our ability to help these clients anticipate developing risks and address them in a proactive, holistic manner.”
