Los Angeles-based Government Contracts & Disputes partner, Matt Carter, has been named a 2022 Rising Star in the government contracts field by Law360.

Winners were selected based on their career accomplishments in their respective disciplines including being under the age of 40 as their legal accomplishments must “belie their age.” Carter, among 176 selected attorneys, were chosen among more than 1,350 nominations spanning 96 law firms and 36 practice areas.

Carter is a member of Pillsbury’s Government Contracts & Disputes practice, named “Practice Group of the Year” by Law360 in 2019, 2017 and 2016. He has also been recognized by Super Lawyers as a Rising Star for Government Contracts in 2016 and 2018. Throughout his career, he has focused on litigating bid protests, conducting internal investigations, representing companies and individuals in suspension and debarment proceedings, and providing regulatory and compliance advice.

Recognizing the global scale of issues like the COVID-19 pandemic and Russia's invasion of Ukraine, Carter told Law360 in his Rising Star profile, many allies are increasing defense budgets and procuring U.S. weaponry.

"Over the next few years, and certainly over the next decade, we're going to see a significant uptick in industry players looking to expand into international defense sales," he said. "I really think Pillsbury is well positioned to navigate our clients through what is a pretty nuanced area of the law."
