A special counsel in the International Trade group, Julian Beach focuses his practice on trade, customs, national security law and litigation.
Coming out of the U.S. Departments of Commerce and Justice, Julian has extensive experience advising domestic and international producers on trade actions under Section 232, Section 301, and the antidumping and countervailing duty (AD/CVD) laws, and representing his clients in administrative proceedings and litigation in the federal courts. He provides importers and manufacturers with a wide range of customs and tariff advice on country-of-origin, valuation, classification and compliance with international trade agreements and frameworks.

Julian also represents clients in transaction reviews before the Committee on Foreign Investment in the United States (CFIUS) and provides U.S. sanctions guidance. He has experience working with companies on navigating complex regulatory requirements under the CHIPS Act, Buy America Build America requirements and other domestic investment incentive programs.
Beyond trade, Julian maintains an active litigation practice, with a specialization in foreign affairs and national security litigation. He represents and advises clients in actions under the Foreign Sovereign Immunities Act, the Anti-Terrorism Act, discovery applications under 28 U.S.C. 1782 and constitutional litigation. Julian also represents clients in the digital assets and blockchain space before the U.S. Securities and Exchange Commission and provides strategic advice and guidance in navigating complex, interdisciplinary regulatory requirements.
Prior to joining Pillsbury, Julian was a senior advisor in the International Trade Administration and Chief-of-Staff for Enforcement and Compliance at the Department of Commerce. In that position, he oversaw and advised on trade remedies proceedings and litigation, suspension agreements, trade agreement negotiation and compliance, and investment reviews. Julian has also represented the government as a trial attorney with the Civil Division of the Department of Justice and has considerable experience in litigation and international arbitration.
Representative Experience
- Represents government bodies and exporters in countervailing duty investigations, administrative reviews and appeals to binational panels and U.S. courts. Clients include Canadian provinces in softwood lumber investigations and the Government of Oman in aluminum foil CVD investigations.
- Advised clients and prepared comment letters and advocacy strategy in Section 232 national security investigations into steel and aluminum derivatives, copper, industrial machinery and robotics, polysilicon and critical minerals, and in Section 301 investigations into shipbuilding, excess capacity and forced labor. Prepared clients for hearings and meetings with decision-makers at the Department of Commerce and USTR.
- Filed customs protests, ruling requests and appeals for domestic importers and foreign manufacturers on tariff classification.

- Assisted importers with complex valuation analysis and filed multiple prior disclosures.
- Advised clients across different business lines in the aviation sector, including lessors, OEMs and airlines, on the impact of U.S. and EU trade policies. Prepared and filed comments for aviation clients in Section 232 investigation into imports of civil aircraft parts and engines. Advised an international aviation industry group in navigating tariff and customs developments and drafting related policy statements.
- Advise global original equipment manufacturers (OEMs), maintenance, repair and overhaul facilities (MROs), and other importers and domestic producers on classification, country of origin, valuation and other customs law questions relating to recent executive actions in the second Trump administration.
- Filed exemptive relief under Section 36 of the Exchange Act and no action letters with the SEC for clients in the digital assets space and advising client on government engagement strategy and regulatory compliance.
- Filed dozens of trade cases challenging the President’s use of IEEPA as a tariff authority and advised clients on IEEPA and Section 122 duties, exclusions and customs.
- Represent and advise foreign sovereign on all aspects of public international law, sanctions and U.S. litigation, including Foreign Sovereign Immunities Act and Anti-Terrorism Act claims.
