A special counsel in the international trade group, Julian focuses his practice on trade, customs, national security law and litigation.

Coming out of the Departments of Commerce and Justice, Julian has extensive experience advising domestic and international producers on trade actions under Section 232, Section 301, IEEPA, and the antidumping and countervailing duty (AD/CVD) laws and representing his clients in administrative proceedings and litigation in the federal courts. He provides importers and manufacturers with customs and tariff advice on country-of-origin, valuation, classification and compliance with international trade agreements and frameworks.

Julian also represents clients in transaction reviews before the Committee on Foreign Investment in the United States (CFIUS) and provides U.S. sanctions guidance. He has experience working with companies on navigating complex regulatory requirements under the CHIPS Act, Buy America Build America requirements and other domestic investment incentive programs.

Prior to joining Pillsbury, Julian was a Senior Advisor in the International Trade Administration and Chief-of-Staff for Enforcement and Compliance at the Department of Commerce. In that position, he oversaw and advised on trade remedies proceedings and litigation, suspension agreements, trade agreement negotiation and compliance, and investment reviews. Julian has also represented the government as a trial attorney with the Civil Division of the Department of Justice and has considerable experience in litigation and international arbitration.
