David Dixon, Pillsbury’s Government Contracts & Disputes Practice group co-leader, concentrates his practice on counseling and disputes regarding the formation and administration of government contracts, grants and cooperative agreements at the federal level.

David’s clients range from large Fortune 500 companies to small, disadvantaged businesses. These companies offer the federal government a wide range of products and services, including, among other things, major weapons systems and subsystems to the Department of Defense, Medicare administration, health information technology, and analytics services to the Centers for Medicare and Medicaid Services, as well as pharmaceutical, engineering, construction, and transportation products and services.

David represents clients in pre-award and post-award bid protests at the U.S. Government Accountability Office (GAO) and the U.S. Court of Federal Claims (COFC), as well as in size and status protests at the U.S. Small Business Administration. He also assists clients in recovering uncompensated contract costs through litigating, arbitrating or negotiating claims against the government, and regularly representing clients when contracts have been terminated for default or convenience. David also advises clients during the procurement preparation and proposal process, including, among other things, conducting compliance audits and due diligence, conducting organizational conflict of interest (OCI) reviews and developing OCI mitigation plans.
